The optimization phase comes after the verification phase and is the last step in the WLAN Deployment Model. When the RF environment has been fine-tuned for optimal performance, it’s the wireless clients turn to be analyzed & tuned if the need is there.
From here on, we know that the RF environment is optimal, but sometimes wireless clients don’t perform as expected. There could be lots of reasons why this is happening.

Wi-Fi, especially if you don’t control your wireless clients. No WLAN environment is the same, and some wireless clients need more specific tuning than others.
